Domestic consortium, composed of DIV, Dalekovod and Zagreb-Montaža, contracted to restore the old and construct the new railway track between Dugo Selo - Križevci.
Six tenderes from the Croatian and abroad applied for this year's most valuable public project. To perform the demanding and complex tasks, the contractor was to be able to meet the required propositions and give the best possible offer. Domestic consortium offered the lowest price - 1,239 billion HRK excluding VAT, and it was chosen as the contractor by the HŽ Infrastruktura.
Tomislav Debeljak, owner of DIV didn't hide his satisfaction: "We are pleased with the decision of HŽ Infrastrukture Infrastructure as the project of reconstruction of the railway means cooperation of Croatian companies on the construction of capital objects. This is an important national project of public importance for Croatia, which will create jobs and further boost the Croatian economy. So far, similar jobs bypassed Croatian companies, so the fact that domestic consortium was selected as the best tenderer and successful performer of complex projects, shows that their knowledge and experience can compete with all major global construction and metallurgical manufacturers ... "
The consortium will still wait for the end of the appeal period. Despite the fact that they offered the lowest price, none of the companies in the consortium has the technology nor equipment to perform complex operations of laying the rails, so they need to have subcontractors. According to Novi List, local newspaper, "highly specialized works on the route will be performed by DB Bahnbau Gruppe GmbH, a company registered as a subcontractor which built thousands of kilometers of track in Germany and other European countries, and also the largest railway construction company in Europe." Besides them, the largest single part will be performed by Hidroelektra Niskogradnja d.d.. They gave the following statement for Zagreb Stock Exchange: "In the offer of consortium, Hidroelektra Civil Engineering Inc. was nominated as the subcontractor of construction works amounting to HRK 469.428.568,71 or 37.87% of the total work ".
Due to strict regulations in EU funding, the caution in the consortium is understandable. This is the second tender for this railway route, and the first was stopped by the European Commission because of a conflict of interest. The first tender was won by the Austrian company Swietelsky with partner company Pružne građevine. As the Pružne građevine is a subsidiary company of projects coordinator - HŽ Infrastrukture - the European Commission has banned such a selection stressing that this is in conflict with applicable European regulations.
The project of "Reconstruction and construction of the second track of the route Dugo Selo - Križevci" includes:
- reconstruction of existing and construction of a second track on the entire railway route 38.2 km long
- construction of six new bridges and reconstruction of seven existing bridges
- construction of 11 new overpasses, one underpass and six pdestrian underpasses
- construction of 25 kilometers of service roads
- EU funding in the amount of 168 million euros (about 1,276 billion HRK)
The total value of the project is estimated at 198 million euros, or 1,517 billion HRK. The works will begin in the first quarter of 2016, and their end is expected in September 2019. The new railway line will reduce the travel time from Dugo Selo to Križevci from half an hour to 18 minutes, and allow traffic corridor and reception of interoperable freight trains.
